Founder and Managing Director
Dr. Zhongren (Arnold) Cao
As the Managing Director and founder of C-3 Comm Systems, Dr. Cao is the primary creative force behind C-3’s solutions. Dr. Cao's technical expertise spans across wireless communications and networking systems, signal processing, artificial intelligence, machine learning, and software defined radio (SDR) system prototyping using heterogeneous computing platforms.
Dr. Cao secured and has been leading C-3's technology consulting services to industry customers, such as Airbus, Dish Networks. He has also been managing C-3’s collaborations with partners to acquire and execute multiple successful R&D projects for DARPA and ONR. Prior to founding C-3, Dr. Cao was a research scientist in the wireless group at the USC/ISI, where he administered the technical development, large scale emulation, field-testing and demonstration for the DARPA CBMEN program.
Dr. Cao started his career as a senior research staff and project leader at the University of California, San Diego Division of the California Institute for Telecommunications and Information Technology (Calit2), where he worked closely with world-leading telecommunication companies, such as Ericsson, Nokia, and Qualcomm on prototyping innovative and forward-looking wireless networking systems. Dr. Cao is a US citizen and has a Ph.D. degree in electrical engineering from Stevens Institute of Technology in Hoboken, New Jersey.

Andrew Roscoe
Mr. Roscoe has more than 30 years of experience managing large complex projects in the telecommunications industry. Mr. Roscoe has served as CEO of public and private companies in the telecommunications industry. He founded, owned and managed a 100-person telecommunications consultancy involved in engineering and marketing strategy support for wireless manufacturers and operators around the world.
He has served as SVP Operations for Astrapi Corp, a developer of advanced radio platforms, as a Program Manager for Government Contracts for LocatorX, a radio logistics company, and as the Program Manager for Government Contracts for xG Communications, a developer of interference resistant radio systems.
He has served as Program Manager for a number of successful telecommunications R&D projects including projects for the Marines, the Navy, the Defense Logistics Agency and DARPA. He has earned a BA International Affairs from The George Washington University, and a Master of Economics degree, also from The George Washington University.
